To the President & Directors of the Chesapeake and Ohio Canal Washington City D.C.

Gentlemen:

Wishing to get your consent to put a counter & shelves in one of the rooms in the Lock House at Berlin I am desirous to make application to the board by Mr. Alfred Spates. I want the room to retail dry goods and groceries & will bind myself not to keep liquor to sell or give away. I will give security if required not to injure the property in any respect whatever. Mr Rench told me this morning that he would be very glad for me to get the room. That he had recommended me to Mr. Spates brother a few day ago. Hoping gentlemen you will consider my application and decide favorable.
