Reuben Moss: Often times you only had your picture taken if you knew it was going to happen. Photographers were rare and photography was time consuming and expensive. I've seen this as a semi-popular method of personal transportation for people along short lines that had few trains, but I've never heard of it being a track testing method before, that's an interesting thought.<br />
