Summary

Justice William O. Douglas as he passed through Brunswick on his march from Georgetown to Cumberland on the C&O towpath in March, 1954. Brunswick businessman Richard Bowers is to the Justice's left. Justice Douglas' demonstration prevented the towpath from becoming part of a national highway plan.

The mayor and the council of Brunswick were in favor of the highway.
