This was how they used to test the track to make sure the distance between the tracks was accurate and spaced far enough apart for train engines and cars to run on.

Reuben Moss: Often times you only had your picture taken if you knew it was going to happen. Photographers were rare and photography was time consuming and expensive. I've seen this as a semi-popular method of personal transportation for people along short lines that had few trains, but I've never heard of it being a track testing method before, that's an interesting thought.
