Bill Eshbaugh: The last parade marching West to East was 1995. The direction was changed East to West in '96 because it was easier to bring the units in on 9th avenue and direct the marching units down Park Ave to Gum Spring and the motorized units down 10th Ave to Potomac St. to muster. It was a whole lot less congested
