or the Winchester and
Potomac Rail Road Company or any person or persons whatever to transport across either of the said bridges in the cars of either of the said Companies or otherwise any commodity designed to be transported on the Chesapeake
and Ohio [Canal] or which may have
been transported there on without paying to the parties of the first part the tolls they are now by law allowed to charge of their bridge.
