REF.31
Berlin, Md. Apr 9, 1866
President & Directors of the Ches. & Ohio C. Co. I ask of your a reduction of my warehouse situated (as said in a lot belonging to the canal company) you have fixed a price of 100$ per year as ground rent which I think entirely to much. Considering my being a regular boatman on the canal and give in pay a great deal of toll in a year to the same company.
I have had it
in possession 15 years and has been no rent ever asked or demanded of said Co. until the last twelve months and I feel that I am aggrieves injured by having a rent of 100$ or any sum placed upon it as I bought it and others with the understanding that there was no rent from canal co.
Therefor I leave it to your kindest
consideration and will have to submit to the decisions of the board please act and repent. C. F. Wenner
