Loudoun County to wit:

On the motion of Jacob Waltman who owns land on the Potomac River through which a public road is opened the Sheriff of this county is required to summon and impanel twelve disinterested freeholders who shall view the said place proposed by the said Jacob Waltman to establish a ferry being first sworn and on their oaths say whither in their opinion public convenience will result from the establishment of such ferry or not. And the Sheriff is required to summon the Justices of this county to meet here at the next Court to report such report as may be made by the said views as the law directs.
